The October Meeting was attended by 7 Councillors and County Councillor Mrs.P.Rugg, with the Chairman, Mr. .Smith in the chair.
Mr. Colin Johns attended the meeting to outline the proposed Conservation Area for Seend that he had been commissioned to draw up by Kennet DC. A draft statement will be produced, and it was agreed that a village meeting would be arranged in order that parishioners could comment if they so wished.
The Parish Council considered the following planning application, and no objections raised.
K/50957/F. R. Hassler Ltd. Erection of replacement garage at Tawny Cottage,
45 Seend Cleeve (renewal of pp K/038325.
K/51021/F. Mr.D.Akerman. Change of use from cattle shed to manufacture and storage
of boats at Broad Lane Farm, Broad Lane, Seend, with the proviso that no lorries
turn towards, or come from the direction of Melksham.
K/51067/F. Mr. & Mrs. Burbidge. Two storey extension and single storey conservatory
at 3 Hill Crest, Seend.
K/51091/TR2. Mr. Van Den Broek. Fell eucalyptus tree in front garden and destroy
root at Elcot, High Street, Seend.
The Parish Council objected to the following applications.
K/50928/TR2. Mr. & Mrs. S.E. Clarke. Removal of 3 Yew Trees, removal of
1 London Plane Tree at Manor House, High Street, Seend.
The PC did not approve of the removal of the Yew Trees.
K/51011/F. Miss M. McBryde. Erection of roof to 5 stables for storage of hay and food, plus secure tack room and office related to running a business breeding horses at The Stables, Park Lane, Seend Cleeve.
Several parishioners attended the meeting to give their views on this application. The Parish Council feel that the bridleway leading to the stables is unsuitable for horseboxes or lorries if they need to turn, and the access from the bridleway emerges on to a blind bend. There are no toilet facilities at the site. The Design Statement states that the land is sufficient for 5 horses. British Horse Society Guidelines recommend one to one and a half acres per individual horse. There are currently between 9 and 14 horses being kept on the site at any one time. Parishioners expressed concern at the number of horses being kept on the site, the lack of grazing and state of the field and the condition of the soak away. Concerns were also expressed about the inevitable deterioration of the site over the winter months.
K/50972/F. Messrs. Cowdry & Malloy. Two storey extension and alterations at 76 Seend Cleeve.
The Parish Council objected, as the extension wall will be too close to the neighbouring wall. The patio will be raised, and there are concerns about sewage disposal.
K/5090/F. Mr.J.McDonald. Erection of post and wire fence. Form a new access from Rusty Lane and re-arrange existing access, including gates, fencing and surfacing.
The Parish Council objected to the gateway being moved, blocking off access to the public footpath, and erection of additional fencing.
The next waste skips will be placed in the following locations and dates:
26th November – Three Magpies. 17th December – Seend Social Club.
The next meeting of the Council will be held at Seend Social Club on Tuesday, 30th November, 2004 at 7.30p.m. There will be no P.C. meeting in December.
