The meeting held on 25th March was attended by 7 Councillors, with Mrs. Savage in the chair. Also in attendance were two members of the public, and PC Andrew Horman, Community Beat Manager.
The PC had contacted Kennet DC with regard to Spiderweb Paddock. A response has been received from the Enforcement Officer, indicating that the Council considers the necessary physical works have taken place on the site to comply with the enforcement notices, and there is no irrefutable evidence of the unauthorized business use or residential use continuing. Kennet are aware of reports of the owners continuing to sleep on the site, but consider the collecting of evidence to prove this would be difficult. Kennet confirm that the owners are entitled to use the land for agricultural purposes, and this will mean that parts of the land will remain muddy and cut up. There is a current enforcement notice against the van bodies on site, but they are often considered ‘temporary’ and ‘moveable’ items that do not require planning permission.

The dismantling and stump grinding of one cherry tree to front of the property
The Parish Steward will be in the village on 28 April and 23 June. The PC will request clearing of the footpath from the village down the main A361 to The Stocks, which will need cutting before the summer.
A letter has been received from Wiltshire CC about the formal consultation on proposed electoral divisions for the new Unitary Wiltshire Council. This indicates that Seend and Poulshot will combine with Wingfield, Southwick, Trowbridge, North Bradley, Hilperton, Semington, Great Hinton, Steeple Ashton, Keevil and Bulkington.
PC Horman advised that the desk in Devizes Police Station is now closed, so
it is necessary to go to Melksham.

The next parish Council meeting will be held on Tuesday, 29th April 2008 at Seend Community Centre at 7.30 p.m., and the Annual Parish meeting will be held on Tuesday, 13th May 2008 at 8.00 p.m. at the Irene Usher Pavilion, Rusty Lane.
