SEEND PARISH COUNCIL MEETING MINUTES - MARCH 2006.

The March meeting was attended by 7 Councillors, with Mr Smith in the chair.

Mr. Peter Fisher was in attendance at the start of the meeting, and reported on the AGM of the Seend Community Centre and Social Club that had been held the previous evening. He said that financial results for the SCC and SC for the year to December 31st 2005 showed a loss of over £5,000, and a continuity of the deterioration recorded over the past several years. Had it not been for the granting of charitable status to the new Community Centre, and the related 80% rates reduction, the Social Club was in danger of having to apply for voluntary liquidation, and the village would have lost the use of the buildings. He outlined the works that were needed to refurbish the Social Club building; the cost of the work is approximately £60,000. He said that those in attendance at the AGM were keen to introduce new ideas to widen the appeal and broaden the use of the buildings. The effect of the loss of the buildings to Seend was incalculable. He said that any help that was within the powers of the PC to contribute to the recovery programme would be gratefully welcomed. Members of the PC then had the opportunity to ask Mr Fisher questions about the proposed refurbishment works, and ideas for increasing the use of the Social Club.

Leaflets explaining the alternate weekly collection of refuse have been enclosed with Council tax bills. Kennet District Council will be introducing an Alternate Weekly Collection of refuse and recycling from July 2006.
Every household in the district will be supplied with a black wheeled bin for the collection of their non-recyclable/non-compostable waste, which will be collected on the same day on alternate weeks.

Please look out for your black wheeled bin arriving in the next few weeks. This bin should only be used for rubbish that cannot be recycled or composted. Please make sure that you do not use this bin until after July 2006, as the Council will not be able to empty from bins before this time. The Council’s successful; garden waste collection service has been expanded due to public demand. This service is a fortnightly collection of green garden waste from a 180 litre green wheeled bin for an annual charge of £26 per bin. However, if you cannot manage with a garden waste wheeled bin, the Council can offer green hessian reusable sacks to residents at a charge of £30 per annum for 3 sacks.

There will be no change to household waste and recycling collection days over the Easter Bank Holiday.

Kennet District Council has contacted the Parish Council about the potential designation of new Conservation Areas. This would have to be an area of special architectural or historic interest worthy of designation as a Conservation Area, and conform to laid down criteria. Any responses should be with Kennet by 2nd May.

Following consideration of the Parish Council’s income and expenditure for the financial year just ending, the Councillors discussed the proposed refurbishment of the Community Centre and Social Club. It was proposed that the Parish Council grant the sum of £6,000 to the Seend Community Centre and Social Club, with £3,000 being paid during the current financial year, the balance of £3,000 to be paid during the financial year commencing 1st April 2006. This sum to be spent on specific projects to be notified to the Parish Council, and for match funding from other grants to be sought. Councillors were unanimously in favour.

The date of the next meeting will be Tuesday, 25th April at Seend Social Club at 7.30 p.m. The date of the Annual Village Meeting will be Tuesday 16th May at Seend Social Club at 7.30 p.m.
