SEEND PARISH COUNCIL MEETING MINUTES - MARCH 2005.

The March Meeting was attended by 8 Councillors with the Chairman, Mr. Smith, in the Chair.

Seend Conservation Area Statement – The finished document had now been received, together with a letter from Kennet D.C. The Statement remains largely as drafted, although corrections had been made, and additional notes added resulting from suggestions made as a result of consultations. KDC confirmed that the Conservation Area could not be extended because consideration of the boundary did not form part of the original brief and has resource implications. The Council has received over 80 representations regarding the boundaries of Conservation Areas within the District, but no decision has been taken at this stage on how these representations will be examined.

Wiltshire Constabulary held a meeting of all interested parties relating to the car boot sales held at Craymarsh Farm, Redstocks, prior to the start of the boot sales season, two members of the PC attended. A further meeting will be held on 13th April.

The Parish Council considered the following planning application, and no objections raised :
K/51739/F. Mr. M. Clarke. Construction of stables. Installation of contamination control system at Paddock off Rusty Lane, Seend. However, the PC would like to have details of the drainage arrangements for the stables, and the lavatory situated in the tack room.
K/51810/F. Mr. I. Hanson First floor pitched roof extension at 4 Dial Close, Seend (variation to permission
.K/51817/F. Mr. & Mrs. C. Williams. Erection of a conservatory at 7 School Road, Seend.
K/51820/F, Mr. H. J. Smith & Sons. Erect porch/conservatory at Home Farm, Inmarsh, Seend. Mr. C. W. Smith left the room while this application was discussed.
K/51898/F. Mr. C. Long. Raising roof and incorporation of dormers to front and rear at 2A Perrys Lane, Seend Cleeve.

The Council objected to the following application :
K/51890/F. Mr. R. Wood. Proposed re-opening of old access at The Swallows, Trowbridge Road, Seend. The PC considered that it was dangerous to form a new access onto the A361, given the speed of traffic travelling down the road, also that the present access for the house is more than adequate and affords good visibility.

A letter had been received from Kennet DC, advising that they had received objections to the provisional Tree Preservation Order dated 27.10.04, which covers three Yew trees within the grounds of The Manor House, Seend, asking if the PC could confirm in writing whether they object to the confirmation of this Order. The PC still has the opinion that the TPO should stand.

Kennet DC advise they are introducing a new garden waste collection service. This will cost householders £20 a year. All waste collected will be composted. There is further information about this new service in Spotlight.

The Environment Agency have advised that the Control of Pollution (Oil Storage) Regulations come into full force on 1st September, 2005. Any oil storage facility over 200 litres, above ground and not inside a building, may come under the scope of these regulations, and must comply with the regulations by 1st September. This includes oil tanks at schools, public buildings, churches and industrial or commercial businesses. A notice has been received from Wessex Water that Pelch Lane will be closed during April, to enable six properties to be connected to the new sewerage system

The next waste skips will be placed at the following locations and dates:
Friday, 29th April at Wessex Water Site. Friday, 27th May at 3 Magpies.

The next meeting of the Council will be held at Seend Social Club on Tuesday, 29th March at 7.30p.m.

The date of the Annual Parish Meeting will be Tuesday, 17th May, at the Pavilion at 7.30p.m.
