SEEND PARISH COUNCIL MEETING MINUTES - MARCH 2004.

The March Meeting was attended by 9 Councillors under the Chairmanship of Mr. Chris Smith.

The Parish Council considered the following applications, and no objections raised:
K/047230. Mr.N.Yockney. Planning permission for the erection of an extension to existing lean-to annex to create a porch at 37 Seend Cleeve.
K/047231. Mr.& Mrs.A.Slade. Planning permission for alterations and extensions to Sparks House, High Street, Seend.
K/047247/L. Mr. & Mrs.N.Jackson. Listed Building Consent to change existing and insert new roof lights. Changes to south west elevation and alteration to doorway to N.E. elevation and minor internal alterations at Moiety Manor, Spout Lane, Seend.
K/047264/L. Mr. & Mrs.C.Whitehead. Listed Building Consent for erection of woven hazelnut hurdle fence behind front brick wall at Seend Lodge, High Street,
Seend.
K/047265. Mr. & Mrs.C.Whitehead. Planning permission for erection of woven hazelnut hurdle fence behind front brick wall at Seend Lodge, High Street, Seend.

Letter received from Kennet D.C., advising that they had received notification of a Woodland Grant Scheme/Felling Licence Application from the Forestry Commission for work at Dormer Cottage.

The Seend Lye Recreation Field Committee had written concerning disposal of dog waste, as this is being placed in the oil drums placed near the children’s play area, intended solely for litter. The Parish Council will look into obtaining the correct bins for this purpose, and emptying of the same.

Kennet D.C. advise that an application for the Grant of a Public Entertainment Licence for The Three Magpies has been received for 23rd, 24th and 25th July. A notice is displayed on the notice board outside the Post Office.

A letter had been received from Mr.M.Bryan, tendering his resignation as a member of the Parish Council. The P.C. thanked Mr. Bryan for the time he has spent as a Parish Councillor. As Mr. Bryan had represented the Council on the Governing Body of Seend School, Seend Lye Recreation Field Committee and the Kennet Area Police/Community Consultative Group, replacement representatives would be needed. Mr. Manning was proposed for the Governing Body of Seend School. Mr. Tucker is already on the committee of Seend Lye R.F.C. Mrs. Savage was proposed for the Kennet Area P/CCG. It was proposed that Mr. Nicholas Haines of Little Thornham Farm be co-opted to the P.C.

The next waste skips will be placed at the following location and dates :
30th April – Wessex Water Site and 28th May – The Three Magpies.

It was pointed out that finger posts are missing for the footpath from Seend Cleeve across to Row Lane. The Rights of Way Officer will be contacted.

The Council are concerned that another fatal accident has occurred near Seend Fork and will be contacting the Council about a possible “Go Slow” sign for this area, and to request the accident record for this junction.

The Councillors signed a card of congratulations for parishioners, Harry and Grace Broadbridge of Row Lane, on the occasion of their Diamond Wedding Anniversary.

The next meeting of the Council will be held at Seend Social Club on Tuesday, 27th April, 2004 at 7.30p.m.
