The meeting held on 26th August was attended by 7 Councillors, with Mr. Clifford Smith in the chair. Mr. Richard Munro from Wiltshire County Council was also in attendance, plus three members of the public.
Mr. Munro spoke to the PC about the implementation plans for the new Unitary Authority, in particular the delegation of various services to Town and Parish Councils. These would not include social care services, but related to items such as street cleaning, street furniture and street naming. Mr. Munro asked the PC to let him know within the next two months if there were any services the PC wanted to take on; any services the PC were not sure about and any services the PC did not want to take on. He also explained that there would be Community Area Boards on which PCs would have representation. He said that, so far, rural councils had expressed an interest in taking on grass cutting and the kind of jobs currently undertaken by Parish Stewards. Parish Councillors then had the opportunity to ask Mr. Munro questions.
A lengthy letter has been received from Mr. Parvis Khansari, Assistant Director Environmental Services at Wilts CC. He explained that speed limits are being re-assessed against guidance from the DfT given in August 2006, and any changes will be implemented by 2011. With regard to double white lines, it is the practice of the County Council to restrict the use of double white lines on “A” roads. He would refer the request for the provision of a speed camera to the Safety Camera Unit.

A notice has been placed on the three parish notice boards dated 26 August, to advertise the current vacancy on the Parish Council.
A letter has been received from Kennet DC to ask if Seend PC could organise a litter pick during September. Equipment can be borrowed from KDC, and refuse will be collected. If there are any volunteers, please contact the Parish Clerk.
A notice has been received from Wiltshire CC, to advise that part of Pelch Lane from its junction with Station Road towards the junction with Perrys Lane will be closed for approximately 6 weeks from 14th October. This is to enable Wessex Water to renew a sewerage main in the carriageway.
