SEEND PARISH COUNCIL MEETING MINUTES - APRIL 2004.

The April Meeting was attended by 7 Councillors under the Chairmanship of Mr. Chris. Smith.

The Chairman welcomed several parishioners who attended the meeting for discussion of planning matters and were invited to speak.

The Parish Council considered the following applications -
K/047355. Mr. & Mrs. Hibberd: Demolition of existing double garage, erection of double garage and games room attached to house at Willow Lodge, 72 Seend Cleeve. Comments would be sent to KDC concerning the re-siting of the entrance to the driveway, removal of mature hedge and trees, and potential traffic hazard.

K/047360. Mr. & Mrs. Hibberd:. Erection of 4 bed house with separate single garage at land behind Willow Lodge, 72 Seend Cleeve. Comments to be sent to KDC concerning the distance between existing properties and the proposed new property. Disturbance of springs alongside the existing driveway. The proposed new building is out of keeping with existing, surrounding properties. There is also a covenant on the deeds to the land that only permits the erection of single storey dwellings. It is a sloping site, and the proposed new dwelling will overshadow adjacent properties. A previous application for a bungalow in the same area was turned down some years ago. Concern at the re-siting of the driveway, removal of mature hedge and trees, and potential traffic hazard.

K/047422. Mr.D.Akerman:. Change of use of cattle shed to manufacturing timber frames at Broad Lane Farm, Seend. The Parish Council will be happy to support this application once all of the other planning conditions for this site have been met.

K/047423. Mr.D.Akerman: Change of use from farm workshop to manufacturing of stone kitchen workshops at Broad Lane Farm, Seend. The Parish Council will be happy to support this application once all of the other planning conditions for this site have been met.

The Clerk had informed KDC of Mr. Bryan’s resignation from the Parish Council, and a Notice of Vacancy has been displayed on all notice boards. The statutory 14 days for electors of Seend to claim will expire on 10th May, after which the Returning Officer will advise whether or not a by-election will be required.

The next waste skips will be placed at the following locations and dates:
28th May Three Magpies, and 25th June Seend Social Club.

The Clerk was asked to contact WCC about the potholes along Bollands Hill.

The parking of cars at the crossroads of the A365 and the Seend Cleeve/Worton Road when car boot sales were taking place was discussed. This had been particularly bad the previous weekend. The Clerk to write to KDC, the Police and the owner of the site to ask what proposals they could make to improve the situation, and make this potential traffic hazard safer.
All parishioners are invited to attend the Annual Parish Meeting. This will be held on Tuesday, 18th May at 7.30p.m. in the Irene Usher Memorial Pavilion.

The next meeting of the Council will be held at Seend Social Club on Tuesday, 25th May, 2004 at 7.30p.m.

Mrs. Rosemary Fisher, Clerk to the Council.
